Question:  But who could - or should - debate, decide, pronounce upon changes of such profound significance? Who would accept the awesome responsibility entailed in decisions of this magnitude?

Answer:  We are all, it seems, as ever, still our brother's keeper. It must fall to us, the world community - or representatives thereof - to perform the deed. And, with such godlike powers theirs to command, the expectation is that there would be no great shortage of volunteers.

This dialectically is a good idea - but externally-applied solutions rarely work, and outsiders imposing their supposed "superiority" only complicates.

The 'Key' is an internal and an external solution at one and the same time. There is scope for each type of input, a combination that makes the best use of both

The difference with the KEY, Clif, is that it is autonomous, the benefits that humanity would derive from its use making it the go-to formula in ANY conflict.
